Mozambique is one of the Commonwealth's newest members and, I am pleased to say an ambitious prospective natural gas producer.

In the 1980s, after Mozambique became independent, oil and gas exploration revived. This led quickly to the development of the Pande and Temane gas fields in southern Mozambique, including the construction, in short time, of an 865-kilometer cross-border gas pipeline from Temane to Secunda in the neighboring Republic of South Africa. Today, total gas potential is estimated at 25 TCF, with proven gas reserves of about 5 TCF.

Mozambique has succeeded in attracting committed exploration partners not only because of it high oil & gas prospectivity. In great measure, the foundation of our future success is built upon adequate policies and legal framework. Our partners know that the legal regime that governs their investments in Mozambique is stable and that they will get the benefit of their contracts. The underlying model Exploration and Production Concession (EPC) Contract, and the legal framework for petroleum exploration that underpins it, is straightforward and internationally competitive.

We value investment in the petroleum industry in Mozambique not only for the much-needed revenues it will bring. We see it also as a means to develop a new generation of educated and ambitious professionals, of young people deeply engaged in the development of our country. We see the industry too as a leading edge that will open the way to investment in all manner of complementary businesses, from fertilizer for our potentially rich agriculture to energy for the heavy industry, including aluminum and steel, that we have already begun to attract. In short, developing the oil and gas sector in Mozambique is an integral part of our larger strategy of replacing poverty with prosperity.

In this Commonwealth of Nations, Mozambique is widely noted for its achievements in the field of peace and, most recently, economic growth and poverty reduction. In Mozambique's emerging success story, we are at INP are busily writing the chapter on petroleum and its role in national transformation.
