If you missed the Under the Radar conference Wednesday, here's the winner of the "Judge's Choice" award. I didn't get to interview the CEO Andy Kleitsch. But you can get the gist of the company by watching his pitch. Essentially, Billing Revolution allows people to use their mobile phones to make payments. The Seattle, Wash.-based startup charges 3.5% plus 50 cents for a transaction fee, making this service ostensibly better for high-priced items.
